In 1975 I purchased a H block from a salvage yard. The block had spent several years in outside storage and was dirty /rusty. I took it to a machine shop for hot vatting and sleeve removal. Two weeks later I received a call to come get the block that they could not get the sleeves out. They had broken the pullers borrowed from the local IH dealer. Having nothing to loose, I decided to remove the sleeves myself. I took a chisel and chipped away most of the collar around the top of the sleeve,the collar chipped away easily. I then took a chisel that I had shaped into a V with a flat side. Placing the flat side against the cylinder wall I drove it down splitting the sleeve all the way to the bottom. The sleeve being of highly tempered material split like glass. All four sleeves were removed in short order. I never tried to determine the wall thickness of the cylinder wall, but never felt that cracking the cylinder wall was a possibility. While I never heard of anyone else trying this method it worked for me.
