Just went through the PTO for my H and replaced the seals. The shaft does not move in & out. It is held in place with a ball bearing that is press fit onto the shaft. I would guess either your PTO bearing is worn out or the shaft is moving inside the bearing inner race. It is very easy to repair so why not take it out of the tractor and disassemble it? When you have it on the bench, just remove the 2 capscrews that hold the bearing retainer in place and tap on the transmission end of the shaft to remove it. The shifter does not have to be removed unless you are going to replace the seal. Enjoy!!
