I don't know where you live but I am costantly amazed at the lowball offers people from the central states pay for F series farmalls. Your offer will of course be heavily influenced by the area in which the tractor is located but the lift alone should be worth a couple of hundred dollars. You say it comes with a cultivator? Wow! Sounds like the making of a good deal to me. The wild card of course is that the engine is stuck. If you can't determine when or why the engine won't turn then of course it has the potential to be a real white elephant. You could drain the oil and try and determine if there was any water in the oil. You could remove the spark plugs and try and take a running guess at what it is that you are seeing. Or beter yet remove the viewing ports on the side of the block and see if you can see any visible signs of rust. Try filling it with water and if all this checks out favorable I would say chances are that you will be fine. I have no idea where you live but here on the left coast a set up like that would easily go for $500 asuming there is no readily available reason to suspect a cracked head or block.
