Dave is correct in saying it needs adjusting. If you go by the book adjusting it though, it will in all probability still not be quite right. The reason being the age and play that accumulates through wear on the shafts and parts. My first adjustment is always the main clutch. Get your free travel set there first. Now the short link that goes to your TA clutch is next. Leave the pin in the solid end by your main clutch shaft, adjust the sliding or elongated end of the short rod going to the TA shaft, so when you hold the upper part of the shaft ahead to front of tractor and push clutch to point where you just contact the main clutch that pin should just slide in. That should correct the problem. Hope that helps.
