charge/discharge

This question is related to one I posted yesterday but I didn't get many responses. The ammeter on my cub always moves to the "CHARGE" side and moves a lot when I turn the lights on.Now normally that would be a good thing except that it does this whether the engine is running or not so obviously it's not really charging. does this mean that the wires on the ammeter are reversed? I would really appreciate as much feedback as possible. Thanks.
