Your problem is the coil. Either the coil has lost is cooling oil and is overheating or the tractor was converted to 12 volt and still has a six volt coil. The rod at the carb you metion is the governor rod. This rod is trying to keep the engine running when it is shutting off, not stopping it as you imply.
