When that has happened to me, and I don't care if I save the bolt or not, I use vice grips on the very end of the bolt threads. Then loosen the nut and turn it all the way to the threads that the vice grips goobered. Then move the vice grips to the other side of the nut and force it the rest of the way off. Use lots of light oil. Works most of the time, but destroys the bolt.
