Foaming Hydraulic Fluid in M

I have a '50 M that has a front end loader. When I fill hydraulic reservior and raise and lower the loader, the hydraulic fluid foams and sprays out vent hole in fill cap. After the mess clears, I can only raise loader about 3 feet off ground. I have drained fluid and replace with new fluid. Appears air is getting in pump. How can this happen?
