You did not say what you have been doing with your 1586. I have seen this happen many times so don't jump to the turbocharger yet. Those big IH diesel engine do have a tendency to have "Exhaust slobber". It's a black sticky oily goop that will drip from the manifold joints. It's caused when a diesel engine does not burn all the fuel that is being delivered to the cylinder. This usually happens when the air is cool and the engine is not getting warmed up. Taking the diesel out and working her for a while will stop the dripping and clean up the manifold. If she does not clean up after working her for an hour their is a problem with oil getting into the cylinder pass the piston rings, valve guides or turbo seals. You can check the intake side of the turbo by removing the pipe that goes from the turbo to the intake manifold. It's normal to have a slight oil film inside this pipe. If the pipe is dripping with oil you know your turbo seals a getting wore. I hope this helps.
