Sounds like You need a little Hydrostatic compact tractor with live PTO. They made a Hydro-creeper for the Super C and 200 but from what I understand it was a hydraulic motor driving back thru the belt pulley I think. I'm not sure You could still run the PTO with it, but if You could that may work for You. They made a LOW-LOW speed attachment for H's & M's that would pull Your tiller buy don't go slow enough without that attachment and don't have live PTO. And I'd bet it'd really be hard to find that attachment anymore. It was a special lower transmission countershaft with the driving gear machined on it to replace the existing countershaft, and the mating gear for 1st gear. Required Major disassembly to install.
