I had the same problem with my F-20, thoough it was just rust and junk lying in the bottom of the block water jacket. The junk was built up to over 1 inch in depth. I was able to get it all out, working from the water jacket openings in the block top surface and through the radiator inlet opening on the side of the block. I'd give this a shot before I attempted to tear the block down for boiling. Working on these isn't dudes like working on a car motor. Everything is bigger and you must have special tools for cam bearing, cylinder sleeve, flywheel and crank removal. But if that stuff needs to be done anyway, then by all means have the block boiled.
