Rear Rim to Hub Clamps - Proper way to attach?

I have a 1941 MD and I have new tires mounted on their 38" rims. The way my rims attach to the hubs are as follows: The bolt begins from the back side of the hub, passes through the first rim clamp, then through the hub, and then a jam nut is attached on the otherside, then the second clamp is slid over the bolt, and finally the nut goes on the end. "Is this correct?" My manuals do not show illustrations of the mounting clamps and their related parts.

I was thinking the Jam nut is not necessary as it makes the outer clamp sit far from the rim, unless you reverse it. Any input is much appreciated as this is my first tractor I have owned. Thanks!
