Finally got all 4 actuators out of the block. Each had a recess in its end that was about 1/2" wide and 1/2" deep. I took a straight round brass punch and put ground a little bevel on its end. Then I gently tapped the punch into the actuator end until it was tight. Then I was able to rotate and pull on the actuators until they came out. It took quite a bit of pulling but seemed to only be oil suction on a tight fit. The brass punch didn't seem to do any damage. Might have been able to use a wood dowel too.
