Help! Super C govenor questions

I just replaced the bearing in my Super C's govenor. I took off the cover slid the old one off the shaft and slid on the new one, being very careful not to move anything. Now when I go to start it the tractor backfires but won't start. Have I changed the timeing somehow? I thought I was careful, I've had it apart to replace the spring before and didn't have any problems. Any help would be appreciated, thanks. Mark
