you need to get two things, an F-20 service book, and a carb kit. It is most likly the needle valve is worn out and not sealing.I would put in a new float if you have a cork one in it. unless you have a lathe don't bother trying to fix the needle and seat yourself.It will take up more time than getting a new carb kit will cost. I am not sure about the settings for the float on an F-20, but the sheet that came with the carb kit for my 10-20 had the wrong specs for the float setting and it flooded horribly bad. I noticed a machined groove inside the fuel bowl area and set the float to that.Runs perfect now. problem solved!
