As both Charlie and F14 told you, the tractor has symptoms of starving for fuel. Runs good with no load but can't make power when you go up the hills. Check all the fuel components until you find what the problem is. Fuel pump, gas lines, float, even check to make sure you are not creating a vacuum in the gas tank with sealed gas caps. One of these is your problem. (Gas tank caps were my last problem. I drilled a small hole in each to break the vacuum.)
