On my M, the problem was that the release bearing was completely worn out, probably from lack of grease, to the point that the bearing carrier's face was destroyed. The fingers on the pressure plate had the ends worn off from contact with the stuck release bearing. As my M is a 1950 model, it has the 11" clutch, and I did not have to split the tractor for removal.

If the clutch won't break free as described by Phil, you will need to take a closer look. Be sure to get a service manual if you don't have one, before you tackle this job. Also... you will have to drop the belly pump, assuming you have hydraulics. This weighs enough to cause serious injury if it drops. Let it down on a floor jack or on all-threads, or use a set of the special "handles" described in the manual. You will need help! While you have the belly pump out, plan on replacing the pump, transmission countershaft, and transmission main shaft seals.
There is some good info here in the archives on removing the belly pump and replacing the clutch.

I replaced the pressure plate, clutch disk, release bearing, and carrier. The most expensive part was the carrier, about $93 from the local IH dealer. The whole parts tab for rebuilt clutch, release bearing, carrier, and new seals for the transmission was about $250.
