GOVERNOR QUESTION ON B FARMALL A B FARMALL

A MAN I KNOW JUST HAD THE CARB OVERHALLED ON HIS B.HE SAYS NOW THAT HE HAS PUT IT BACK ON HE HAS LOST ALL THROTTLE CONTROL ALTHOUGH THE TRACTOR STARTS OK.HE KNOWS I WORK ON H"S AND THOUGHT I MIGHT BE ABLE TO HELP HIM.IT APPEARS TO ME THAT THE GOV IS QUITE DIFFERENT.I AM THINKING THE GOVERNOR SPRING IS EITHER BROKE OR OUT OF PLACE.HE SAID HIS THROTTLE CONTROL WASNT VERY GOOD BEFORE.AM I ON THE RIGHT TRACK? SOME OF YOU GUYS A LOT MORE FAMILIAR WITH THE B PLEASE HELP ME OUT.THANKS ED
