I assume you are using a 6v battery. First try to jump start it with a 12v vehicle. Just don't leave the cables connected except while you are trying to crank. If it is negative ground, you can clamp the positive on a good ground and touch the negative to the starter lug. Along with the other things mentioned, you may have a battery with an internal open circuit which allows it to charge slowly but gets hot and opens up when you try to use a large amount of current. The jumper cables will prove the starter, and 12v on aa 6v starter is no big deal. 12v will also not hurt a 6v battery for a short time. If you are real goosey about it, disconnect the battery, but i wouldn't.
