Another carburetor question...

Let me start by saying I appreciate all the carburetor info so far. I'll ask one more question then let it drop. On the bottom of my 1940 "H" carburetor, there is a set screw that angles down towards the back of the tractor. Just above the head of that screw, on the bottom of the carburetor housing itself, there is a hole. When I start my tractor initially, gas squirts out of this hole, but not when the tractor is running. Also, while the tractor is running, I can put my finger over the hole and feel it sucking air. If I leave my finger on the hole, the tractor will die. Is this normal? Shouldn't any air that enters the carburetor come through the breather? I have looked at several other "H" tractors and they all have the same hole. However, I haven't gotten to see a different tractor running to determine if they are sucking air there as well. If this is not normal, what do I need to do to fix it?
