If you're going to play the tractor-pulling game, get ready to spend major $$$ and get some advice from those on the pulling board.

If the goal is to transform it into a Red Beast for field work, you're taking the major step with the oversize sleeves and pistons. IH Firecrater pistons and sleeves alone will push the power to about 45-48 hp. I think there is an ignition advance upgrade kit available for use with those internal parts. Piston sets are generally available in different compression ranges for different altitude situations. Putting in the higher compression pistons will gain some more power, but you'd better listen carefully for any pre-ignition knocking when it's under load, and be ready to back the ignition timing off a little.
A good machine shop can tweak the head a little to make it breathe better, and an aftermarket governor kit will let it respond to a load almost instantly. After you've sorted all this out, consider opening up the governor and let it run faster than stock. Up to the point where an engine can't breathe efficiently, more rpms generally result in more hp. I've got an old '49 M that has the M&W overbore kit, an improved governor, and the rpm limit set at about 2000. A few years ago, it showed 52 hp on the dyno.
