I NEED A LOT OF HELP THIS TIME!!

It came to me and my dad as a suprise that there was an A at an auction. We bought it for $950. It ran, sounds like a diesel (MUFFLER AINT NO GOOD), has oversize tires, NO NOT A HIGH CROP, wide rear tires, electric starter no wiring, but light mounts, batt. box, the box with the ampers guage in it. I starts up in 2-quarter cranks. I had to put another govener on it for the link arm thing had a bad bearing. I NEED HELP THOUGH! 1.steering is real sloppy. Any way to adjust it? 2.Starter wont kick in when jumped. Whats wrong? 3.THIS IS MAJOR!! The right brake wont work at all. When you brake with the left it CLUNKS AND LOCKES UP THE WHEEL. How can I solve this? PLEASE help me. ThaOtherGuy
