chances are the block is plugged at the bottom of the sleeves there are 5 holes for the water to go down thru and out past the sleeve and to the bottom outlet on the block i would remove the radiator and take the lower housing off bet you will get lots of jund out with air hose and a long screwdriver have torn down sever in the last few yrs and when the sleeves are pulled for over hhaul you would be surprized at the buildup in this area had this happen on a BN few yrs ago and did the above procedure ended the problem a water pump installed at this time will also help if you will put a piece of copper tubing on your air gun it will help get to the rear of the block use air then water probably improve the cooling to a more workable deal would be easier if you could see a bare block then you would understand what I am talking about you will find more junk as you work towards the rear of the block dont push any thing too long as there is a frost plug at the rear and you dont want to knock it loose or then you will have to split the engine from the bell housing
