Those disc brakes are VERY sensitive, That's kinda the way the work, Self-Energizing! Sounds like Your problem is They won't release. The 3 big ball bearings are the key! Also the pivot points where the actuating links connect should get a little dab of grease too. Clean the grooves where the balls roll up good as You said, then a thin coat of grease and You should have them working as good as they're going to. These brakes are not a progressive brake like a rotor and caliper type brake. They have to "SNAP" into engagement before You can back off on them, and You can fell them engage and disengage thru the whole tractor.
