Well I am not sure that I have ever heard that happen before. I would think that you would be able to just put in the new sleeve in. Your right that it would keep out the coolant, however I am not sure that the cilander would give you good compression. I have an old Farmall Super "C" and for awile it would only run on 3 cilanders becuse of lost compression. Im sure that the crack is too small and at too odd of an angle to have it welded. I would have to say that you should tell an expert at an International dealer. I am not sure where you are from but I have a number of one here in PA you could try.
