1. Most tractors with live clutch engaged pto's also have a brake to stop the pto when disengaged. I'm talking from experience with a 560, but would think they are similar. You should have a little slot for a lever to catch in when you disengage. If you can feel that you are pushing against a spring when locking in the off position, your brake is shot or the clutch disc(s) are shot and dragging. If no spring feel, you may be able to adjust the linkage to provide the spring feel and therefore put pressure on the brake. If adjusting doesn't work, the linkage to the brake is probably shot.
2. Again, based on a 560, the pto engaged by pulling the lever until an over-center linkage locks and therefore holds pressure on the pto clutch. If you need to lock the lever at a certain position, something is not adjusted right. If your lever feels like it is coming against a solid stop without going over center, the clutch is probably wore out or a piece is broke. Hope this helps.
