According to my parts book: The rear steering shaft(the one to which the steering wheel is mounted) includes the universal joint fork. So the rear fork of the universal must be welded to the shaft. The front shaft (the one with the worm gear) is keyed to the universal joint and is removable from the universal. It has to be that way, or you could not take the radiator off or get the worm out of the steering gear. The steering worm and shaft is all one piece. So if your front shaft is welded to the universal, someone did get "happy with the welding stick". The parts book shows that the steering universal can be taken apart, so you should be able to get new parts. Probably easier to replace the entire assembly though.
