H Governor Questions

While working on the governor on my '47 H, I have found a three puzzling things about it.

First, the seal in the block side of the housing where the 1/2" dia. shaft goes into the governor was installed with the lip facing out. Normally the lip goes toward the oily side of a housing. Were the IH folks trying to keep dust and dirt out instead of oil in? Which way should I put a replacement back?

Second, the spring only has one hook in it. The other end threads over a block that has a pivot pin in the end to pull on the rockshaft lever. It is not shown in the picture in the parts book. What is it?

Third and lastly, three of the six cover bolts had cross-drilled heads as if they were to be safety wired. Would these have come from somewhere else in the engine that didn't get properly wired in place? I have looked on another parts governor and it had one like this too.
