48 Cub sputtering to a stop under load only

I am a little confused at this one, someone please tell me what the heck is going on here. My 48 Cub was running great up until a few weeks ago, now it seems I am not getting enough fuel when my governor opens up mowing (5 foot deck) Everything was working great and now it wants to cut off. (checked the fuel cap, vents fine) I replaced the old fuel lines, installed an inline see through filter and I can now see that the fuel level in the filter is fine until the mower starts to pull. wants this happens the fuel level starts to drop in the filter and the little CUB dies on me. Any help would be appriecieated greatly. Thanks for your time.
