Pressure regulator valve

I have a '57 350U with power steering problems. In a previous post I described the problem and, on some logical advice, checked the return line from the steering valves. Unfortunately, not the problem. I have moved to the regulator/safety valve assembly. The safety valve spring/piston looks good. The regulator valve assembly looks good, but on close examination of the exploded view in the manual, it appears that I am actually missing a small part. There's a dowel pin that fits in the cover and protrudes into the cylinder. The only function I can think of for this is to restrict the movement of the valve piston. Can anyone shed any light on this small part? What is it's function and what problems will it cause in it's absence? Thanks!! BTW, there good flow to the steering valves, but little pressure.
