Bleeder valve on Lift-All breather cap?

My 1946 M appears to have been retrofit with an M&W pump (adjacent to the distributor) for live remote hydraulics. It uses the original Lift-All unit as a reservoir. Having re-plumbed the connections to stop various leaks, I was disappointed to see a trickle of oil (along with a faint bubbling noise)coming from the oil seal on the Lift-All's drive (but only with the engine running. This has slowed to a slow drip (presumably as the oil level in the reservoir fell below the seal and shaft). I'm about to drop the Lift-All (again!) to replace the oil seal (maybe also need a Speedi-Sleeve on the shaft), but I'm wondering about the breather cap and possible pressure in the reservoir. I'm no expert, but it seems like the reservoir shouldn't be under any significant pressure and that an oil seal is certainly not going to hold a system under normal hydraulic pressure. The breather cap appears to be the type from the "Remote Control Tractor Attachment (Special) - Auxiliary Control Valve and Connections" in my reprint parts manual. It has a "diesel pump bleeder valve". Does anyone know what this is supposed to do? I can't see how it's providing any venting function. Thanks!
