The problem is in the unloading valve. After removing the 2 inch by 4 inch cover which is held on by 4 bolts you will find a plug with a slot for a flat blade screwdriver. Remove this plug, clean the small screen and drill out the orifice with a 1/64 drill bit. It should work.
