On your gas leakage problem, chances are that the level in the bowl is set too high. This is particularly true if the leakage you are seeing is present when the engine isn't running. Solution is to bend the float support a bit so that the valve it controls shuts off when the gas level in the bowl is at a lower level.

On the RPM problem, I'm assuming you've already tried backing the idle screw out to where it's not doing anything. My guess is that the linkage coming over from the governor to the throttle plate in the top of the carb. is where your problem is. When you install the carb., you have to be careful to get this linkage lined up correctly with where it joins the throttle plate, and it sounds as if this might not have been done with yours. While the carb. is off you can check the throttle for full travel and should be able to localize your problem - which could be in the governor as well.

From the problems you're describing, I doubt that a rebuild is really necessary, but you should plan on pulling the carb. and seeing what's going on in there. A really good thing to do would be to invest in a couple of gaskets for where it joins to the manifold and where it separates; lots of problems caused by leakage at these points. The carburetors on these tractors are straightforward enough that most people are successful working on them, so I wouldn't be afraid to try this if you've never worked on one before.
