Oil pressure to cyl head

I just put together a Super C motor and don't appear to be getting any oil pressure to the
top of the engine. I've started the motor 2 or 3 times and run for less than 60
seconds each time. (I don't have the front end or radiator back on yet so
just checking for early trouble)
The oil pressure guage goes all the way over, and there's plenty evidence
of oil in the bottom end. I didn't have the oil filter can seated right so
that leaked all over. Each time I shut it off and pull the valve cover, no
oil gets up there.
I pulled the hollow stud that the oil is supposed to come up through to the
rocker arm and ran about a 9-10 inch wire down without finding any blockage. That
gets about 4-5 inches beyond the cylinder head into the block. I poured oil
down in the hole and it slowly drained down into the block. If I am reading
the manual correctly that passage is fed from the center cam bearing.

Is it possible that I'm just not running it long enough, or should it get
oil within a few seconds of pressure showing on the guage? Is it reasonable
to take 1 to 2 minutes to get pressure to the that passage? If it is then I
could put the radiator back on and run it for 20 minutes to warm up then do
a last check for oil to the top end. If it matters, the block is a SC block
from a salvage yard, that was hot tanked and checked OK for cracks. Head was
also cleaned up and milled. The crank and cam came from a B motor.
Everything fit together well.
I'm running out of ideas so any help would be appreciated.
