350 utility has stumbling and stalling problems

I have a 59' 350 utility, 4 cyl. gas that has got a serious problem running. I've had the carb cleaned and rebuilt twice in 2 weeks, the gas tank cleaned, gas filter replaced, new gas lines and the timing checked. installed new spark plugs and adjusted the points to .020 gap. The tractor always starts up, but usually within a few seconds starts to sputter. It was doing this before I did a the stuff and this initial problem still exists.If I pull the hand throttle open it sounds like it's starving for gas. after doing this sometimes it will rev up a little but can't sustain it and bogs down, giving it a shot of gas in the carb doesn't nessessarily help it. Any help would be appreciated, thanks.
