farmall 200 inquiry

Howdy, I have recently come across a f-200 that , according to the seller has been garage parked for about 10 years. He says it was running when he parked it but no longer starts.He is asking 700 for it. He put it up on blocks to keep the tires off the cement and there's grease around the axles,and steering spindle(nfe). Is this very expensive to fix? Also when I spin the rear tire the other one goes in the opposite direction which I think is normal but with the tranny in any gear the motor will not turn when I spinn the rear tires. I can hand crank the motor though. Please advise. Thanks
