Bad Block????

I am doing an out of frame overhaul on my 706 with a 282D. I pulled the crank out tonite, and notiticed that there is a piece of metal missing from the bottom of number one cylinder wall. This is on the crankcase side of the cylinder under the camshaft. There is approximatly 1/2" piece of metal missing... The sleeve will extend beyond this, and I don't think that ther would be any compression this low in the cylinder...Should this be a concern???
