If the gov. is not working the way that it should then it might not come all the way back to idel or you may not get full throttel and you will not get full power . On the pump i would prime it with a littel hdy. oil so that it will pick up sooner and also not start dry. As for the timing well idid not put it on so your guess is as good as mine . good luck.
