706 farmall 310GD coldblooded

I bought a F706 with the german diesel engine. I have another one that I bought brand new. The one I recently purchased is very coldblooded. If it is 50 degrees or colder I have to use ether to start it and after it is running I have to intermittently give it ether for about 5 minutes until the engine finally runs good. It smokes white just a touch too but not very bad. (I don't think it is a head gasket) The one I have always had is just the opposite it starts good down to 30 degrees and if it is colder than that it usually starts good and runs good with just 1 shot of ether. The only difference I see physically in the 2 tractors is that the problem tractor has a smaller diesel injection pump. I have talked to a few caseih mechanics and they tell me more than likely it is not the cause of the smaller pump because usually the smaller pump is more trouble free than the bigger one and in fact the bigger one is no longer available. Any help would be much greatly appreciated. Also one more thing I should mention. If I plug in the block heater on the problem tractor it will start and run good also down to below 10 degees.
