Dick - I ran into the same problem with my Super H. Turned out to be the governor to carb linkage was outta whack. To adjust: 1 - Remove the governor linkage housing cover (this is the slanted cover with the breather tube that runs up to the head - it's held in place with two slot head screws) 2 - Remove the cotter pin, then the connecting link pin from the bellcrank. Be careful not to drop the pins into the housing! 3 - Set the governor handle to max speed position. Now pull the throttle shaft bell crank and the connecting rod link up as far as possible and hold them there. If the pin now fits freely thru the link and bell crank, the adjustment is OK. If it does not, loosen the locknut and screw the connecting link up or down on the connecting rod until the pin fits freely. 4 - Finally tighten the locknut, then replace the cotter pin and the link housing cover. Note: This all presumes the dog throttle cross shaft (inside the governor to carburetor tube) is properly engaged with the slot on throttle shaft at the carburetor. Hope this makes sense - it's easier to understand once you see it... Bob M
