That's about right. With the cotter pins through them, you don't need to worry about tightness for the sake of staying secure, only for tension on the bearings. I tightened them with a normal socket wrench, then measured one with a torque wrench. It was 50lbs. Then, I tightened a little more until the cotter pin hole lined up. Probably resulted in 60lbs or so, but I didn't measure.
