Hi George, The compression is also listed in reprint IH pubs in the 160psi range for a new engine broke in. Your rings may not be fully seated at 38hrs although they should be getting close. Also your gauge could be 10% off so that would be another 14psi and IH uses nothing but the best for gauges, jeweled ruby movments. I wouldn't have a concern at this point if at all. How is the readings from cylinder to cylinder? If there within 10%, I would enjoy your new engine and not worry about it. T_Bone
