Blaine that brass part is the nozzle and yes it does come out. In fact when you put it back together you will need a spring to hold it in place. Getting it out is fairly easy. Use a fine thread tap and tap the first 1/4 inch or so of the nozzle. Now take a bolt that matches the threads you just tapped. Place a nut and a washer on the bolt, then screw the bolt into the threads of the nozzle. Gently tighten the nut and it will pull the nozzle out. You should clean up the entire carb, nozzle etc with a bead blaster. I'd clean up the area around the nozzle with the bead blaster before you try to pull the nozzle out. Removing all the deposits will make it pull out easier. You will also need to clean out all the passages in the carburetor, and it will take a drill bit to do that. If you have not cleaned one of these before I would highly recommend getting the DVD's from Roberts Carburator Repair. If you don't want to spend money on both of his DVDs, get the 2nd one.
