power steering problems 4600ford

im looking at a 4600 ford the power steering only works a little to rt no power to left at all is this a big deal and what will i have to do to fix it also something funny about this tractor some times it smokes some times it dont smoke is sorta pale color not detecting antifreeze smel in exhaust also engine spluters a little at full thouttle

The PS issue, if it's not simply oil level related would be a control valve issue in the steering box. These tractors had an integral power assist... I've never had one apart myself. I don't think the parts will be overly expensive but it is a somewhat technical repair to take that thing apart and correct it's little problems.
Again, check the oil level in the pump first... and if it's been run low you can expect a pump replacement. They don't tolerate being run low on oil.
Regarding the engine issue... if it's a diesel it sounds to me like the advance mechanism is sticking in the pump... so if the timing is stuck in a rather retarded position it will make some rather white smoke. I've also noticed those engines are bad for that while descending a hill while it still has some throttle. If you close the throttle the smoke should go away. That is definitely related tot he load advance int he pump. Running some good fuel conditioner through might help but I'd expect that ultimately it will need a pump rebuild. High speed splutter is likely related to same...
