I just got a '98 Park Avenue, which has trapped water in the taillight/stoplight assembly. I don't see any access from outside. The interior of the trunk deck is covered with factory cardboard carpet.

How do I get to the bulb assembly?

Thanks to those who have gone before me .....

Allen is correct.
Remove large plastic wingnut in trunk, plastic tail light assembly removed from quaterpanel and light socket twists out.Only takes a few minutes.Think one of the bulbs is #1157

The license plate bulbs take much more effort.

Pull the carpet and/or cardboard forward. You should then see some big black plastic wingnuts.

I worked on the design and protype of that lamp. I am retired now and I worked on a lot of different designs but I think that lamp was the first thin design that GM built and the bulbs come in from the bottom.
