Rusty is right.
It sounds to me like you need to cleaned out (with a drill bit) the passages.

Remove and clean the nozzle.

Replace the throttle shaft, throttle disc, and top throttle shaft bushing.

If you skipped any of those steps, it won't idle well.

My father purchased a new styled 1939 B which my son still has. By my standards, it never did idle well real slow as I know some other B's do. This includes a new carb, back in the middle 40's and a rebuild or two. It has been a fine tractor. Toward the end of its life in the field, we had new rings installed, and the main bearinge checked. The mechanic removed only one shim from one side of the bearings. That has been 50 years ago or so. Still runs fine, but still does not idle well.

Don't rule out that carb. until you do the no wrench test of it while running. Go to jdhpubs.com you will find it there in detail.

How clean is it? From what I understand, there is a "hidden" passage that usually is plugged, and this is what is causing your idling problems.
