Brake covers on farmall H tractor

I diconected all springs and bolts on covers and it seems to be held by the shaft that comes through the cover Is there a snap ring or something holding it around the shaft or what?

Are you talking about the covers themselves? Or the actuator piece that is mounted to the shaft? That actuator (for lack of a better word) is just slid onto that shaft, and there is a key in there.
Hit it with some kroil and then some gentle tapping, and they should pop right off.

The shaft may be rusted into the opening in the transmission housing. Rotate the lever both directions and try spraying your favorite solvent behind the cover on the shaft & bushing area.
