When I raise the 3 pt hitch, it wants to sag down and respond to the position the lever is in. The hydraulics, O rings and seals have all been replaced, but it didn't cure the problem. Is there an adjustment that should be made, and can it be done from the outside of the tractor? This tractor has load monitor transmission in it. Just wondering if this is the problem.

That sounds like load monitor response... Try moving the system selector lever forward. Load monitor is to the rear, position is in the center and draft (top link sensing) is fully forward. As mentioned, the linkage could be out of adjustment, bad cab mounts, etc....
If it was me I would check that. There is a field adjustment for the load monitor that I can be done by removing the lower fuel tank and going in through the access cover. It's just a fork adjustment on the load monitor. That said... if the system selector lever is truly in 'position' control, the system will be fully isolated from the load monitor. I avoid the load monitor for the very reasons you're describing. Every torque impulse in the driveline sends the arms up and down. Rather annoying to say the least...

Bruce, I'm not quite getting what your asking... The main Hydraulic lever (the 'T' shaped one to the far right side of the cab in a quadrant numbered 1-10 with 10 being full down and 1 being full raised) sets the hight of the hydraulic arms, where ever this lever is the arms should be at a corresponding hight. The lever behind this to the right of the PTO level controls 'draft-position' (load monitor), to get the rear arms to stay in position, this lever needs to be set fully rearward (i think), if it is set further forward the lift arms will raise and lower by themselves depending on the load upon them this is the load monitor function, the further forward the lever is moved the more rapidly the arm hight change will occur. So it the position control lever is fully rearward and the lift control is not moved then the lift arms should not move either, if they are i would expect the load monitor to be not working as it should, there is a mechanical linkage from the cab to the monitor so it maybe out of adjustment especially if everything had been apart for repair. It is possible that the cab mounts have worn away and so the cab is sitting lower, this may affect the control too. Hope this helps, let me know if i can help further, oj in manitoba
