Mystery battery charger question .....

Got a question here about a battery charger. I have a twelve volt, 2 amp battery charger that I use for occasionally charging up small 12 volt batteries that are not used through the winter. Batteries for quads, motorcycles, etc. Anyways, this charger seems to work and keep the batteries charged. But it doesn't seem to put out what it says on the charger. It says it's output is 12V and 2 amps, however when I plug the charger in and check it's output by itself, it only puts out about 3.25 DC volts. When I attatch it to a battery (which is reading 12.39 volts alone without the charger), the reading jumps to 12.46 volts. Can anyone explain this strange occurance. Other (higher amperage) chargers I have seem to put out the stated volt value when tested alone and plugged in.

Yur charger is not putting out a "filtered" steady 12 volts DC. It is putting out pulses (over 12 volts peak) that you meter is not reading. Don't worry about it. Every thing is OK.

Got a little ancient one like that myself,used as a power source,it'll barely light a 12V headlight bulb(orange glow)...but works perfectly fine charging 12V batteries.
