fuel level etc. HELP!

I need some help on the fuel level specs. and
adjustments for the model 'M' .I just changed points and plugs and wires(I set the points at .018 ????
maybe I should be at .013 I'm running a coil, not the orig. mag. timing is on the 1st mark for #1.
Took the carb apart cleaned everything. the en -gine starts right up but idles and runs rough like it needs a fuel level adj.(I don't know how
to do this.)
I would really appreciate ANY AND ALL HELP AND INFORMATION I can get to tune this "M".

As per the I-T manual the point gap is .020. which if set wrong will make it run a little bad. As far as adjusting the carb whay I do most of the time is open up the main jet till it starts to smoke a little then screw it back in till if stops smoking.
